In effect it limits the religious leaders in the Islamic countries to express their views according to the Islamic principles. Take for example when the secular rulers become dictators and arrest and detain any one who criticize their regime in such case the Moslem scholars and leaders can not not condemn that as violation of the Islamic principle of consultation or "Shura'.
